Energy Benchmarking is the process of measuring a building’s energy use over time and comparing it to similar buildings using tools like ENERGY STAR® Portfolio Manager. By tracking this data annually, building owners can:

- Support Evanston’s Climate Action and Resilience Plan (CARP)
Is Your Building Required to Benchmark?
If you own or manage a public city building that is at least 10,000 square feet, or any commercial or multifamily building of at least 20,000 square feet, you are required to comply with Evanston’s energy ordinance.
2025 Benchmarking Deadline & Penalties
The City of Evanston’s energy benchmarking report is due June 30. If your building meets the size threshold, non-compliance can result in fines:
- $100–$200 per day for late or missing reports
- Enforcement actions that may impact permitting or property reputation
